That tutorial is called “Using Push Notifications with Firebase in an Ionic + Angular App”, so it assumes you are developing an Ionic app already.
You don’t really need to convert your app to be an Ionic app, but you need to create a hybrid app with javascript/typescript and the framework of your choice (or no framework at all). If not using Ionic the steps will be different at some points, but the basic idea still remains.
