How to build an Hybrid App in Ionic?

Hi Everyone,
I am building Rehabilitation Treatments by VR Games and I need to make an Hybrid App for that the Doctors can test and regulate the VR game according the patients evolution by Web Services with Browser Tablet or Mobile, for it, I am thinking in doing it through Ionic, therefore, Could anybody advise me how to do it?
